Ah ha, I sort of found where the problem is, but do not know how to fix it. It is the setting under configuration manager, keyboard options where there are settings for using the insert key. I cannot make any changes there that will allow me to use the ins key on the num pad to read what text is selected, but can use the ins key on the six pack, along with the shift and down arrow and that will read the selected text. So, it is doable but awkward. In both programs, when I used the control a to select all text, jaws would start reading all of that text. But, when I select by shift down arrow a couple of times for selecting lines, as I shift down arrow, jaws will read those lines and say they are selected.
