I delete my temproary internet files, all of them and I have no problems.
Yes, in the temp foolder, I can't delete all the files and the pc system
recovers it or don't let you to delete something.
So, you can be safe.
I do this deleting, at least, once a week or more and my system works well.

Try also to defrag your pc and delete all the temp and the temprorary
internet files.
