Unloading
means simply that you are removing jaws from active memory.
At startup when Jaws says "Jaws is ready" what it is really saying is "Jaws is 
loaded." This might be enough to drive you to drink, but Jaws isn't drunk, it's

We can't spend all our time trying to rewrite prompts. Turning off JAWS
suggests that it's still loaded in memory. Unloading JAWS is the most
concise yet accurate description of what the function does, it's an
acceptable computer term, and FS can't be responsible for everyone who
isn't familiar with all the terminology.
