Jeff,
Hard to know without knowing how you constructed each rule.
For example, some lists to which I belong have the listname in the subject
line. These sort accurately all the time if you state "where subject line
contains".
I also have successfully sorted rules from a list if the list name is
somewhere in the message. For example, I can sort all JFWlite messsages by
searching for jfw-request in the message body. To me, this works better than
sorting where the to or CC fields contain people, as some people send messages
using the BCC field.
Thirdly, another thing that can influence rule performance is the order at
which they are set to trigger. Again, I can't tell you without knowing which
rules you constructed for what situation, as it is possible that a message
could meet conditions of more than one rule and thus might not be sorted in
the way you might expect.
HTH,
Steve
