Permanent Flash Off Keystroke

Hi Listers,  I have looked but cannot find the keystroke I need.
I want the Flash off set permanently   with selected web sites without 
having to invoke the command via Insert plus V each visit.
Apparently  the merge utility cannot transfer these type of settings as, 
along with space markers, these site specific preferences were not 
transferred to 8.0 when I used the handy merge utility.
