To display the address book in Outlook do the following. 
To display the address Book 

in Outlook Express main window:

 

1.  Press alt + V for view;

2.  Press L for layout;

3.  Press spacebar on the contacts checkbox to make sure it is checked;

4.  Press enter to close the layout dialogue.

I don't think so, but that's jsut me. I have the same problem, and I am using 
JAWS 6, but it does move, just takes a bit of fiddling.

  Heya all,

  Can anyone help me in getting around my Outlook express layout better with 
Jaws 6 and 7 using OE, in Outlook express I use to be able to tab across from 
the messages to preview panel to address book to folders just by hitting the 
tab key now if a message has alot of links it tabs individually to each link 
and all I want to do is tab to my address book or folder, is there an easier 
way around this?
