My personal solution is to personalize the pages.  Keep in mind that
mouse-over can be useful in may pages getting you to places you may not
otherwise be able to access.  

However, on many pages, in my experience they really do nothing so in
that case I do an insert-shift V, then go down to element attribute and
turn it of, save the settings and bo on from there.  If the element
actually works then I can use it if I want, but if it is just a lot of
wasted verbiage for a particular page I can turn it off.  

Of course, if you really never want to hear it, you go into the
configuration manger for explorer (insert f6) alt S for settings, then
HTML, then control tab to the miscellaneous tab and turn off element
attributes there, save the file and they are gone from IE which is the
only place I have ever seen them.

I did this when JFW 5.0 first came out. However, doing this eliminates =
some other features of JAWS that you need. Thusly, you really can't
delete JAWS from just saying mouse over. David Poehlman is the person
