Try Tools > Trust Center . There's a "e-Mail Security" tab with a checkbox
something like "Read messages in plain text".

Okay, enough groping on my part. You're absolutely right. I can find no way
to have messages automatically converted to plain text when reading. Drat!

Never noticed that I lost this when moving to Outlook 2007.

That's for composition, not for reading, and it's still using Word as the
editor, not a separate editor. The original message is talking about reading
messages, not composing.
