What is the intended use of Insert Windows key F4? You mean it's not meant 
for such a situation? Them what's its purpose? When Insert F4 alone won't 
work? Thanks.

Jaws Key + Win + F4 or Jaws key + F4 will not close JAWS if a Sen Error
Report message blocks JAWS from closing.  This may not be an issue if you
have sighted assistance on hand to respond to the error message.  But if you
don't, Kill Jaws offers another alternative.
