If your client only has a licence for version 7, you can download
version 7.1 without incurring any cost and it will work with Ie7.

Yes she needs to upgrade to jaws 9.0 or later.  From experience I had
trouble with internet explorer 7 with jaws version 7.0.  It wouldn't
read the combo boxes at all.
