there is a check box in narrator to have it come up at startup, I have no
clue where it is since I've only used it for a couple minutes at a time 3
times but I remember seeing that checkbox.

No, it doesn't. Narrator seems to have been activated at some point,
either deliberately or otherwise. If it is properly shut down, the problem
*should* clear itself up.
