YOU CAN NOT ISSUE A SHORT CUT COMMAND TO START ANY PROGRAM ACCEPT FOR THE
TASK MANAGER TELL YOU ARE LOGGED IN. THIS INSURES THAT PEOPLE CAN NOT RUN
PROGRAMS THEY ARE NOT AUTHORIZED TO RUN.

Hmm. I'm not sure why that is. It's worked for me. I have several sighted 
users who use a computer with JAWS.

The short cut is set but it doesn't work to start Jaws when we switch users.

I can't get it to run again until I press "control alt J" after I am logged 
on.
