JFw 4.51/5.0 doesn't speak tooltips in Borland's delphi 5 enterprise

hi listers
has anyone succeeded in making JFW 4.51 or 5.0 speak the tooltips that appear
when moving the jaws cursor over the different graphics in Delphi's palettes
and editors at design time? (they do appear on the screen).
needless to say that tooltips are turned on in configuration manager.
my OS is windows 2000 server with SP3.
any ideas?
