Try hitting F5 on the Microsoft update Paige and you should find a link 
asking if you want to install this activeX control from Microsoft; if 
you get that hit the space bar on yes.

Hello Terrell,
I installed the validation tools that you sent me the link for but I am
still getting the active X control page when I click the Microsoft 
update
shortcut in my start menu. I have no idea what to do about this but it 
is
annoying. I am still getting the automatic windows updates but am unable 
to
go to the update site and see what non critical updates are available.
Anyway I thought that I would let you know.
