JAWS question for a friend

My neighbor has been blind for eight or ten years.  He went to a V.A. 
training center and got his computer and JAWS 6.  Just recently, the V.A. 
gave him JAWS 11.  He asked me to help him install it.  It installed, but 
said something about his authorization being to old.  I can't remember the 
exact statement.  I told him he should call FS tomorrow to see what he needs 
to do.

What happens in a case like this?  Will he or the V.A. have to pay an 
additional fee to go from JAWS 6 to 11?
