I've always found that a dryer sheet works wonderfully to repair mild scratches.

Your CD could have a printing flaw, scratch, or it might be dirty.  I've
seen Windows installation CDs exhibit this same behavior.  Gently wiping
them with a lens cleaning cloth or other soft material can sometimes help.
I've also washed them gently with dish detergent, and this fixed many a
problem.
