Pop ups are web based nor email unless you are clicking on a hyper-link in
the email and it takes you to a web page and when the web page starts to
open up they hyear it

Could your firewall software be making that noise? Also, why are you trying
to download IE7 from the Windows Vista site, not the IE site (presumably
want the XP version not the Vista version, as IE7 is built into Vista)?
