This is certainly a very handy hint and of course, the solution for why it did 
not work for me the first time was:
A.) Reconfigured my keyboard?
B.) Exited Jaws?
C.) Went to the Jaws help file to verify the command
D.) Tried insert-4 on the number keys row?
