You'll find it in control panel, sounds and audio devices, sound scheme page.
It is in the list of events under Information Bar. The name of the sound file
is "Windows XP Information Bar.wav"

I've found that for the most part, I'm completely unaware that there is an
information bar until I can't properly navigate. Is there supposed to be some
sort of audio clue that it's popped up?

IF that's the case, and you're using IEMax (like I am) then it would be a
simple matter to change Alt+n in the IEMax keyboard Manager to something else,
and then recreate Alt+n from the original IEframe keyboard scripts as a new
keystroke.
If I get some time this week, I'll see if I can figure that out.

Now I'm not so sure.
Looking in the IEMax documentation, alt+n gives a page name without the
pass through key.
I think that alt+n is an internet explorer key that works only when the
information bar is active in conjunction with the pass through key.
I couldn't test that.

When you hear the sound for the information bar, Press
alt+x. Then press spacebar or context key for a menu of choices. I do not
know why it takes two steps. I think it's altx. Now I don't remember. Think I
