    I answered my own question by looking at internet explorer help.

        When you hear the sound for the information bar, Press alt+x.  Then 
press spacebar or context key for a menu of choices.  I do not know why it 
takes two steps.  I think it's altx.  Now I don't remember. Think I can find 
this in Jaws help?  Nope!
