The path to the file which needs to be modified is:

c:\Program Files\Freedom Scientific\JAWS\9.0\JFW.INI

In my file the line looks like this:

Synth1Port=Creative Sound Blaster PCI

The sound board specified is the second installed sound board.  JAWS will be 
the only process using this sound board.
