The Windows key followed by separately pressing "c" (assuming it brings up
find/search) leads to the same choices you get when you simultaneously press
the Windows key and "f." In fact, Windows-c requires the extra step of pressing
the enter. At any rate, that's what I just determined on my XP, JAWS 10 system.

I suspect that you have the Control Panel in the list of items below the Start
Button.
Press the Windows key to open the start list and arrow down, and I think you'll
discover that. Keep arrowing down and you should also find a Search with the
access key being the letter "C". Only way I can see to mitigate is to not have
the Control panel there. I think you can do this in the Start menu custom
configurations.
To get there start from your desktop. tab until you hear task bar. Alt+Enter to
bring up task bar properties. Ctrl+Tab to go to the start Menu properties
dialog tab to get to customize, and wander around to see what mischief you can
get into.
I'm not absolutely certain that this is where you can move the Control Panel
away, but worth a look, in any case.
It's all very JAWS-accessible, by the way.

I am running XP. When I hit the Windows key and then press c I get the Control
Panel. If I hold down the Winsows key and press c JAWS says "not in a text

I assume you meant Windows-f, the windows find utility which is dreadfully
"SLOW". I'm looking for something that will index the files and locate a file
