its not the size, as far as outlook express goes,
its your email provider
lets say you are using hotmail
you are limited to 2 mb
if,  you  are trying to send a1 mb file
and in hotmail 1.5 mb is already used up,
you could not send it,
if you are using say, earthlink or dsl extreme, as your email provider
you have a 10 mb storage capacity
and could send a file that is 4 or 5 mb file.
or if using msn messenger and in a chat with the person, you wanted to send
a file to,
I have sent larger files than were possible
with hotmail

From your message I believe you are asking what is the maximum size of a
file that can be sent by attachment with an EMail.  I have actually never
tested this using Outlook Express, and I am not sure there is a limit, but I
do know that I have sent files up to 5 or 6 MB in size without a problem.
