Dale,

On a particular website I use, I tab to the combo box, turn Forms  mode on, 
route Jaws to PC, lock the left mouse button and then arrow down the list. 
It says each item is selected, but does move through the list. When my 
choice is reached, I unlock the left mouse button.  This turns Forms mode 
off and invokes that selection.  It's awkward, but I tried all the offered 
suggestions, and none of them worked.

This is awkward, but it works on this particular site.
