 it is a security setting in windows 7 and I think vista, in accounts I think. 
I have only just discovered it myself, you can set your security levels,a 
slider will tell you the percentage, I have found mine was set to none, and put 
it up to a 100 percent I can explain better off list , however others may have 
helped you, if the settings are high I am wondering if I will get  updates

  which operating system are you using?

  your firewall may need to allow,
  or, if your using windows7, perhaps the UAC is coming on.

    Check for updates works for me.
    Perhaps your firewall is interfering.
