You're right Bruce. If the control key is embedded in the Jaws source code, there's no way to change it, unless an intercept program is used by the user to monitor key presses in order to reassign their functions. Screen Readers and Magnifiers do just that. So, the technology is right there, but it's still behind closed doors. A System Wide Keystroke Table will certainly help thousands and thousands of users.
