The only people who said it was a hack I recall was Freedom Scientific to
those users who contacted them.

At the time of the 519 email being sent out, Freedom Scientific had
nothing on their website to indicate that 519 was a genuine release.

515 and 519 are essentially the same version. In terms of functionality, 
there is no difference.
