I wonder if this is intended behaviour? If you are using the H command, presumably you know that what you land on is a heading and the level is given at the end because it's deemed less important than the text. If you are cursoring through the page the heading level is given at the start so that you know it's a heading and don't move to the next line before finding that out.
I don't know of a way to control the order in which the information is given.

To use my own home page as an example, again: http://members.cox.net/dsleslie2 if you use the H command to search for the first heading on the page, JAWS says: Browse Þe Ol' Philosophie Shoppe, heading level 2. But, if you cursor up and down with the arrow keys, it says: Heading level 2, Browse Þe Ol' Philosophie Shoppe. Is there any way to control this, or is it yet another instance of "programming by committee?"
