There are already JAWS Scripts for increasing and decreasing both the master 
and voice volume.  They just do not have any keystroke normally set.  Go 
into the Keyboard Manager, press Control + Shift + d to open the key 
assignments for default.  Look for the individual  functions, like 
IncreaseVoiceVolume(), press Control + a to add a new key assignment and 
follow the prompts.

These scripts have been around since 5.1 or earlier.  Now that Windows 7 and 
Vista can individually set volume levels for each application with the 
volume mixer, I wanted JAWS to be able to adjust the volume level for the 
current application.  I have been looking at this for a while.  There is a 
small command line program, nircmd.exe, that I can call from a script to 
perform the action.  The difficulty I ran into was what you were thinking. 
The program does not physically open the volume mixer, but the exact 
application name string in the volume mixer needs to be provided.  Not only 
do I not know how to get this, but it is different between Vista and Windows 
7.  If anyone figures out how to do this, let me know.  I think it would be 
nice to lower the volume of any application, such as Internet Explorer 
quickly!
