If using the Standard Widget Toolkit (SWT) rather than Swing for the GUI
is an option, I think the Java application is more likely to be
accessible on Windows, since SWT uses native controls with built in
support for the Microsoft Active Accessibility (MSAA) API. For a Swing
GUI, one source of guidelines is on the IBM site at
http://www-03.ibm.com/able/guidelines/java/accessjava.html
