Do you think the problem might have something to do with how JAWS is
installed on the server and the level of permissions granted to the user?

Good afternoon Jim,
I had a similar problem using JAWS on Windows XP in a virtual machine
(VM) on my Macbook. For one reason or another caps lock cannot be sustained
through VMWare Fusion on a Mac.
So, although this doesn't answer your original question. I would imagine
that the problem is with sustaining modifier keys through the terminal
connection. Perhaps this will help you narrow your search for an solution.
