Yes, all the problems involve either the state of the shift or control key.
For example, F3 works but shift+F3 does not. It is the same for all the
function keys. Another example is control+F1, which is captured by citrix.

Can you provide a few more examples of keystrokes that do not work?
Do they all involve sustaining the shift key?
