hmmm, ok I was working from the expressed sentiments of several programmers
who use it.

I think I have some information on using it here, but I will need to hunt it
up.

you can also join the programming blind list, or the programming-l one, and
folks there can assist you with the IDE

also, I have done minimal work with php, but if I remember right, I worked
in note tab, used a lot of it's functions, and simply saved everything with
the .php extension instead of html.
