I think what you are looking for is the JAWS Script Exchange (jsx) program.
It is written by Jamal Mazrui, a member of this list. It is capable of some
tricky installs that require your scripts to be merged with other
application scripts like Internet Explorer or merge some of your scripts
with the default scripts. It does not sound like these features would be
necessary in your case. But even if your scripts only need to be placed in
the appropriate folder from your zip file, the executable it generates
still has advantages. It will recognize the versions of JAWS installed, let
the end user select the version of JAWS and language, place the zipped files
in the right folder, and recompile them for that version. It can be found

It comes with documentation that you should read carefully to take full
advantages of its features. The new 2.0 version gives you the option to
install other tools and scripts like the BX Toolbox, Homer, and some Visual
Studio scripts.
