OK, so you don't wish to open a dialog,
now comes!
creat a script, with some variables,
one variable should have a value of "GetCurrentScriptKeyName ()" function,
then,
If for example Skey is the var to store the keys,
then check it with if,
like:
IF Skey == "CTRL+Shift+1" then
;now call for the function SetsynthLanguage, see below.
SetSynthLanguage ("British English")
there, in the parameter box, type the language as it appears in the submenu, or 
creat some constens having the languages.
this works with eloquence, or if you asign constents for sapi synths, with them 
too.
you can also try getsynth languages function.

     First of all are you aware that "Jaws key + control +L" will
 bring up the list of languages dialog box which is a list of all the
 synthesizer languages.  If you need more than this like a keystroke
 that will cycle between either all or a subset of eloquence
 languages you can write a script to accomplish this.  I'm not
 proficient enough with writing scripts at the moment to tell you how
 to do this however I'm 90% sure that it can be done.

     Hey folks,
 
     I would like to have a way of changing languages on the fly with
 jaws.  I would like to be able to switch between English, Italian,
 and Spanish with a key stroke for each language.  Should I do this
 by activating the Jaws window and using the hot keys to get to the
 synthesizer language menu and then selecting the specific language
 from with in a script?  Or is there a more direct function that I
 can call from with in a script that will load a specific eloquence
