It's disabled by default because of security after all.

They way you did it will work, and there is another way. part of IE
security is not to allow active html content to run.
In IE tools menu, Internet options, advance tab menu, arrow down to
the security level and check the box to allow active content in files to 
run.
That will let html files open in the browser and any other program
that uses the browser to read its files off the harddrive.
