[JAWSLite] jaws not saying anything on pdf files

I found a site on making sausages at home.

there is a recipes and formulations link. His files are in pdf format. If I click a link that is suppose to take me to a sausage recipe, I will hear read only. Do you think he scanned them into the computer and these recipes are in a picture format. I sent him and email explaining about screen readers.
