I would certainly try a few things before resorting to using the recovery
program.
See if the web cam is listed in Device Manager under imaging. Go into the
device's properties and to the driver page. Press enter on the update
driver button. Have Windows search for an updated driver. you might also
use Windows update and view available updates to see if there might be an
optional one for your device. If Windows Update is only installing
important or critical updates then you might have one in the optional
updates. There is a "view available updates" link in Windows Update.
If updating doesn't work I would try uninstalling the device in the device
manager and restarting the system to see if it is found by the operating
system and the best possible driver is installed. . The choice for
uninstalling the device is also in the driver page of the properties for the
device.
If you have the exact model number for your system then you might also be
able to find the driver at www.support.toshiba.com
I do not have a Toshiba, but many times manufacturers have a folder on the
hard drive where driver installation files are kept. You might check to see
if you have such a folder so that you can install the drivers again from
that folder instead of doing the recovery method.
