So what is the problem?  The very first check box is the one to work with.
From your message, "Don't download pictures or other content automatically
in html format check box checked" seems pretty obvious to me, but I can see 
where others may have missed it.  Simply tap the spacebar on it, press
Enter, and poof!  All done!

recipients defined in the safe senders list used by the junk email filter
checkbox checked
Permit downloads from websites in this security zone trusted zone check box 
checked Warn me before downloading content when editing forwarding or
replying to email check box not checked Ok button cancel button

download settings.

Go to tools and then to options.  Control tab to security.  Tab to
download
options and press your spacebar. There you will find what you are looking 
for.

messages in her inbox, she receives the following, after she enters on
the message.

Click here to download pictures. To help protect your privacy, Outlook
prevented automatic download of some pictures in this message.

is there a setting she can change, to avoid hearing this annoying
message?
