if your running jaws as "run jaws first" and "run jaws from system tray" in
the options menu, basics dialog, then your running it as a service, unless
you turn it off, then back on without rebooting, and this can be fixed with
a particular differently done shortcut.
if your starting jaws yourself after bootup, or you restart it with a
standard shortcut, or a hot key set to such a shortcut then its in
application mode, so when your alt tabbing through your open applications,
if jaws is showing up as one of those tabbed to applications its not in
"service mode"
