Hi James
The Insert key mode seems to only be available in the default settings.
With Administrative rights, the checkbox is there in the default settings,
but not available in the application settings files.

Hi,
I have a friend who says that the Insert Key Mode check box is grayed out
in her User Settings dialog in Configuration Manager. She uses JAWS 8. I
did not think that she must have administrative or power user rights on her
computer to change this setting. Am I wrong about this? If not, what might
be causing the problem?
