It can be achieved in effect by compressing the drive but that
introduces reliability issues you may not wish to deal with.  If you
wish to do that on windows XP, open My Computer, right click on the C:
drive and select properties.  In the dialog that appears check the
"Compress drive to save disk space" option.

Formatting a drive does not decrease the space available unless the
drive has mechanical faults, in which case the faulty areeas will be
removed from the available space.  However if faults are found you
should replace the drive as soon as possible as it is likely that the
damage will spread.

If you are very space limited you may want to simply replace the hdd
completely, drives have become much less expensive recently.  You can
buy a USB device that can hook a normally internal drive to a USB port
to recovery files you wish to save during the transistion process.
Drive replacement is likely to require a sighted user for at least
some portions of the job though.
