Not something I've tested as such yet, but using the combination of the Jaws
key + / on the numpad it will 'lock' the mouse button, and, the key
combination of Ctrl + Jaws key plus numpad - will make the Jaws cursor
follow the PC cursor, so I would say you should first turn that following
on, then navigate to whatever you want to drag, then lock the button, then
navigate to where you want to drop the things, then use the same 'lock' key
combo to unlock the mouse cursor.
Like I said, haven't tested this yet, but it sort of makes sense.

Subject: [JAWSLite] Drag and Drop with JAWS
Hello; Listers, I have a question. O.K. here it goes. I have my documents
on top in the desktop. My computer is under my documents. How can I drag
and drop my documents under my computer? Meaning I want to put my computer
on top. How can I do this? Please write back.
From Jose Lomeli.
