More specifically, it's intended for long quotations containing a block
or multiple blocks of content. It's also used for shorter quotations
displayed as a block. Its typical default rendering is as left indented
text.
Sometimes it is misused to create indented text for other reasons.
There's another HTML element, Q, which is intended for short inline
quotations within paragraphs. The HTML specification said Q should be
rendered with quotation marks, but Internet Explorer didn't implement
that so it isn't widely used. Window-Eyes can treat Q as well as
BLOCKQUOTE as a quotation but JAWS ignores it.
