Press JAWS key plus the digit 6 on the number row. This will take you into
the configuration manager. If you see a prompt for a new configuration,
escape out of it. Then press control+shift+d to be sure you are in the
default configuration. then press alt+s to go into the settings menu, then
the letter h for HTML options. Tab once. You will see a checkbox for
"indicate block quotations". Press spacebar to uncheck, then enter for OK.
Thenalt+F4 out of the configuration manager, and when prompted, tell it 
you
want to save changes. You should be good to go.
