Sorry to contradict you, Chris, but certainly the free
version from www.winzip.com allows you to create as well as
extract.  It can even retain folder structure if you want.

There are links to Winzip on the JFWlite.com page.  I may be
mistaken but I think the Winzip program allows you to unzip
files free of charge but you have to buy the software in
order to create your own zip files.
