Mostafa, I'll check that next week when I see her again, but I think the 
control key works OK with other things, eg Control U for underline.
In fact now I think about it more she's using a laptop with a keyboard 
plugged in, and neither the control on the laptop or external keyboards 
work.

I believe that's the control key  disfunctioning is a virtually hardware
problem.
I would suggest that's she may try to use another keyboard if possible.
