As well as the verbosity setting, there is an article on the FS site 
describing the procedure for turning off all top and bottom alerts at:

Can anyone tell me where to turn the top and bottom edge alert off
permanently? I can turn it off in various applications through the verbosity
dialogue, but can't find a permanent setting in Config Manager anywhere.
