Hi Kevin This is probably a red herring, but when I got my new PC (XP Pro) I found I got that little noise a lot when trying to open some links and then nothing, the link would not open. For some strange reason, the link would open however if I used the JAWS Cursor and clicked on the link with the left mouse button on the keyboard. Just give it a try, may or may not work.
