The maximize setting does not stick on my computer either. (Win XP, OE
6.00.2900.2180).
If you resize the window till it's nearly maximized this setting will be
remembered. But I don't know how or if you can do this with the keyboard.

I don't want to rain on anyone's parade here, but Alt +
Space, the x, not only maximizes the message window, but the setting does
stick.
If it doesn't, you may have another problem.
